Cycle Chagrin

Why is the bicycle's pedal resting on the ground? A few seconds later I realised that the front wheel had been stolen. A gap which brings a hollow feeling. And a bill. What does anybody do with a random wheel (and tyre)? It is reminiscent of those psychopaths who remove one drawer from a chest of them at a "please take" spot, rendering the thing useless.
